It was understood that the "refinery option certificate" asked in the Cyprus Turkish Electricity Company's fuel tender is not suitable for its purpose and that BP refuses responsibility. While Prime Ministry Inspection Board shared the results of tanker fuel samples taken at Teknecik Power Plant and kept out in the open for 4-5 days with the public and stated that all of the values are below the limits and "appropriate", Meftun Orkun, the Chairman of the Board, who stated that he could not make a technical assessment, noted that they had fulfilled their duties and presented the result to the public.
Select Energy promises to transport fuel from BP Oil International and or international oil producers from refineries in North-Western Europe or the Eastern Mediterranean for a period of at least 13 months.
Yet, the specification requires that the refinery from which the fuel will be purchased be defined with the "refinery option document".
BP DECLARES THAT IT WILL NOT TAKE ANY RESPONSIBILITY
Nevertheless, BP refuses responsibility in the text it gave to the relevant company and it states that "their statements should not be considered as recommendations or a confirmation of their future performances, that it refuses responsibility for actions that will take place as a result of these statements".
In this case, it is an issue of concern that for what purpose the company asks the ”refinery option document" although it is not clear from which refinery it will be received, and on the other hand, it is stated that the refinery option certificate should be requested from the ”company participating in the tender".
CLAIMS THAT IT BROUGHT FUEL FROM EXTERNAL REFINERIES, AND NOT FROM THE SOURCE IT HAS COMMITTED IN THE PAST, ARE ON THE AGENDA
In other respects, it was found out that in the past years, Select Energy did not take all of the fuel it sent to Cyprus from BP International as promised, that it provided it from different refineries, that furthermore it didn't also declare this situation, that it acted as if it received the fuel from BP.
According to information that Cyprus Post received from reliable sources, Select Energy brought fuel to the island not from the source it had committed in the past, but from external refineries out of commitment.
It is stated that the local company with which Select Energy cooperated and Cyprus Turkish Electricity Company will also apply to the international courts for the “deception” in question.
In previous years, Select Energy, Mors Ltd's fuel provider then, caused a fine worth more than 500 thousand dollars because the analyses of the fuel it brought was “overvalued”, and this penalty was collected from Mors Ltd, although they had no wrongdoing in this regard.
While the specification is far from “protecting” the Cyprus Turkish Electricity Company, according to the specification law, if BP has given this option document to Select Energy, Select Energy must participate in the tender, it cannot transfer it to a different company, and the Tender Commission will violate the specification if it agrees to it.
